When Billie came to rescue, he was terrified of the world.  He came from a puppy mill and had no idea of what to do around humans.  Colleen and Jerry opened their hearts to this special little guy.  After spending over a year in rescue, they decided to adopt him.  He was making progress but it came in baby steps.  He learned to trust the other dogs in their home.  Around most people he is still leery.  Colleen and Jerry felt a move for him would undo what little he had accomplished.  The night he slept on the bed, was the night they knew he would spend his life with them.  They feel rewarded seeing him start to act like a dog.  He may never be as outgoing as most Shelties but we know he is safe and will be loved unconditionally.
